NEW ULM - A Martin Luther College (MLC) pastoral track student was born and raised in Santiago, Chile. Rodrigo Concha, 51, told The Journal he got a call from his father in Santiago, Chile at 2 a.m. Saturday. “He just said he was ‘O.K.,’ which surprised me at first because I didn’t know what (the 8.8 earthquake) had happened there,” Concha said.
